The MHC sample demolition delay bylaw has this language in the
administration section.
"The Commission may delegate authority to make initial determinations of
significance to one or more members of the Commission or to a municipal
employee."

Does anyone have a means of allowing staff to approve demolitions of
obviously non-historic ancillary buildings or of additions to historic
buildings that are more recent than the review date?

Somerville's Demolition Review Ordinance uses 50 years as the threshold
timing, which essentially covers most buildings, including garages,
barns
and carriage houses that recently are cropping up for review a lot, in
the
City at this point!

Brookline does not use a specific year, and can potentially declare any
building architecturally or historically significant. This allows for
the
protection of architecture of more recent vintage.
