Two words:

1) Cost. From what I understand, fiberglass windows are much more
expensive than cheap vinyl (we've seen quotes for vinyl for under
$100/window, installed by the homeowner).

2) Availability. Contractors are comfortable with cheap vinyl --
probably because the margins are higher. When you hire someone to "redo"
your house, he's likely going to push for a product from his cheap vinyl
supplier (usually a no-name brand window).
