[MassHistPres] Beautification Committees

I'm looking fro information on how Beautification Committees function 
in relation to Historical Commissions, if at all.

Could anyone out there tell me how yours is set up?
What is the makeup of the committee?
Does it include an historic preservationist?
Are members appointed, elected, or volunteers?
Is historic period a consideration when making recommendations to town 
management for the purchase of benches, street lights, trash 
receptacles,
       planting flowers, installing new sidewalks or building a visitors 
center?
