We are drafting a set of rules and regulations covering everything  
from voting to recusals to appointments to hardship to how to  
establish an LHD -- i.e. everything except those things covered by  
our LHD design guidelines.

We would be very interested in whatever rules and regs anyone may  
have (other than LHD design guidelines) be it one page or 20 -- even  
if they only cover some part of the commission's processes and  
procedures.

Maybe this would be a good excuse for Chris to put something  
together, as he has so invaluably re other sorts of data.
