Betty Slade sent your reply on to the other members of the  Westport 
Historical Commission and I failed to understand parts of it. You used  terms that are 
unfamiliar to me i.e. "as-built" and "ten times the normal fee  multiplier". 
You say, "We only recognize that which has been approved". Much  exists in our 
HD that has never received "an approval". Whatever was there  became part of 
the entity. Would you be kind enough to clarify some of these  phrases to help 
me understand what you are saying?
