[MassHistPres] rules & regs

I've attached the current Rules & Reg.s for the Acton HDC.  Please keep in 
mind that they are over ten years old and we plan to take a look at them 
over the winter and will probably update them a bit.  (After a public 
hearing, of course!)

As I recall, the commission decided not to reiterate everything that appears 
in our 40C-based bylaw, but I agree that it's a good idea to spell out 
regulations for voting, public hearing procedures, etc.
