[MassHistPres] HDC regulations

Thanks John

Those seem basically to be design guidelines.  What we are looking  
for is Rules and Regulations for everything else related to the  
operation of a commission (other than design guidelines).

So far we have gotten examples from Andover, Acton, & Westport -- and  
Chris has Newton & Somerville.
