[MassHistPres] Interior Preservation

I seem to recall that Ipswich may have had interior protection on some 
houses, but whether it was through a local historic district or some 
other program, I'm not sure.  Maybe someone out there has more 
substantial information on this--it would be interesting to know what 
mechanism was used and why it didn't work (which is what I think happened).
