There is language in Chapter 40C that says that in making decisions about
solar energy devices, a Commission shall consider State Policy in support of
alternative energy.  I'm sure if this lame language has led to any
decisions, but it does exist.

Bedford's HDC has approved a few satellite dishes, and has worked with the
applicants in placing the dish in the rear or side/rear of the building so
it can barely be
seen from a public way.  We also had the dish painted to match either the
building or the roof.  With better communication   options available now, we
have not seen a
satellite dish request in a few years.  I would suggest you work with an
applicant to see if they can be persuaded to use something other than a
satellite dish.

We have approved a few "sky lights" in the rear of historic buildings, but
have not dealt with solar collectors.  Again, I would suggest working
closely with the
applicant to "hide" these solar panels as best you can.  And if you find
them to be unacceptable and inappropriate, the application can be denied for
reasonable cause.
