[MassHistPres] Non-Compliance Policies

Hello All,

I am writing to ask if anyone would be willing to
share their non-compliance policy in the context of
historic district bylaws.  We are developing one and
would appreciate seeing those which work for other
towns/cities. 
 
Also, how does a local HDC levy and collect a fine
against a property owner?   Is the buidling
commissioner responsible once punitive action is
decided upon?
