What constitutes a 'demolition'?  
Are we limited by the definition as outlined in the Building Dept.
demolition permit application?

A circa 1800 Federal style house two doors down from mine is in the process
of being 'fixed'.
(i.e. historically spayed/neutered).

We don't have a local historic district commission to enforce
style/aesthetic guidelines - so just looking to see if we can plug this
loophole with our existing demolition delay bylaw.
