[MassHistPres] Local Historic District Websites

For local historic district commissions, I've put together a spreadsheet
of municipalities that have local historic district commissions on their
websites.  This includes whether the website contains the applications,
local historic district map and design guidelines.  So, if you are
thinking about making some changes to your application or design
guidelines, you'll be able to see some samples on the web.  

Since the new masshistpres accepts attachments, I'll include the list
here.  If you see any changes to the list that should be made for your
local historic district commission, please let me know.
