[MassHistPres] HDC Enforcement by fines

Hello MHC listserv readers,
I'm hoping to identify additional communities that use monetary fines
for violations in the Historic Districts.  I've heard from a handful.
Do any other cities or towns enforce with fines, or is a lawsuit in
Superior Court the only enforcement mechanism for your historic
district?  Often it's the zoning enforcement officer who is empowered by
MGL Chapter 40 Section 21D to assess fines.  I would like to speak with
someone in a few communities that enforce with fines to evaluate how
effective this has been, and to hear the advantages and disadvantages.
