Thanks, this is valuable information. I never fully understood the
criteria, shame on me.

Off the top of your head, do you think that there would be any state
licensing, permitting involved with the location of a new fire station?
I didn't see anything close on the "Examples of State Agencies & Actions
Typically Subject to MHC Review under 950 CMR 71" page. 

I know that cities can often shift their monies around so that they use
"local" money for a project, and no federal or state money, so that
trigger may not come into effect. Seems like a shell game to me though.
