[MassHistPres] CPA funds for planning work?

In Georgetown we've been using CPA funds to do historic surveys for
quite some time.
It is considered a valid use of CP funds here.... our town counsel has
never had a problem with it.
(We'll probably be doing more this year as we have been asked by our
Historic Commission for further funding to continue their MHC survey
work of historic properties within the town.. This survey work is
considered a "project" in itself, so naturally, it is eligible by most
any reading of the act.)
Who has told you that it's not a valid use?
