[MassHistPres] hardiplank

We have allowed this in a couple of instances where a garage was being built
close to the property line & the building inspector required it as being
fireproof - we also found that we couldn't just do the hardiplank on the
part close to the property line, it had to be on the whole structure. We
did require that the planks be smooth, so as not to accentuate the phony
wood-grain effect.
