[MassHistPres] $300 a day penalties for non-criminal offenses

Does anyone know if it is necessary for the Commission or a  rep to appear 
each day at the district court during the penalty period  in order for the 
penalty to be imposed each day?  Or in other words what is  the procedure that a 
Commission must follow in order to impose the penalty and  keep it going over a 
period of time?
