[MassHistPres] black asphalt

This is known as "chip seal" and is still done.  I just did a google
search and came up with

which has some information.  Several other sites came up as well.

Our town did it on my street several years ago.  At first the surface is
a but rough but eventually evens out.

When I was a kid right after WWII, before hot delivered "blacktop"  
was ubiquitous, our town laid roads by putting down liquid hot  
asphalt over the existing base every few years and then pouring tan  
glacial pea gravel over it.  The gravel was then rolled into the  
asphalt.  A few days later they would come back and sweep up the  
excess.  There was not too much tar visible on the  surface, which  
was beautiful.
