As a historian who has worked on several Cold War related projects  
for the National Park Service, this might be quite significant as a  
representative of the era--I am assuming it is late 50s rather than  
1950. Just a cursory review of NR listings does not show anything  
comparable -- that pesky fifty year principle -- but you might make a  
case for NR eligibility, especially if linked to a community Civil  
Defense coordinator.
