[MassHistPres] Septic Vent Pipes in LHDs

Our sympathies are with you. These accursed things are cropping up 
everywhere here on Cape Cod. The solution lies with good landscape 
architects who know how to manipulate grades and use stone walls to provide 
the retaining. I suggest adding this as a requirement to your regulations 
and, if challenged, let the burden be on the applicant to object.
