[MassHistPres] Septic Vent Pipes in LHDs

I don't know how common it is but our bylaw allows us to review  
changes in grade -- albeit there are only 7 septic systems in all of  
Brookline.

On the prior subject of staffing, we have 1-2/3 staff for five LHDs,  
demo delays, CLG cases, and such other non-review work as can be  
squeezed in.
