Hi Betty,
I would hope that some kind of a mutually acceptable compromise could be reached between two such well meaning entities within the town. It sounds to me as if the CPC would like a degree of acknowledgment simply reminding the public of the funding source that allowed for this Historic Preservation project.
If this were a typical State EOEEA Self Help funded project (as in the preservation of Conservation Lands) a very prominent sign would be a mandatory part of the requirements within the agreement for receipt of the funds.
Perhaps the two committees need to talk a bit? A modest and tasteful sign that recognizes the hard work of the Historical Commission, as well as the source of the funding, could work to the benefit of both groups.
(As a last resort, you could always give the money back. Then the sign issue would go away.)
