I am confused. Preservation funding is being used to rehabilitate or restore historic structures and you do not want to use the opportunity a sign offers to advocate for further preservation funding? The HDC certainly could put controls on the sign, (size, color) but certainly should encourage this type of free "advertisement" for historic restoration within the community.

Bedford's Historic District Commission has the last say over all
property within the District (providing Code is met). Our town also has
a CPC, and they do not require a sign acknowledging fundings. But if
they did on a piece of District property, the HDC would certainly fight
them tooth and nail. Speak with your town attorney if possible.
