[MassHistPres] term limits

There is one consideration that argues against term limits: that of the learning curve needed especially for unstaffed commissions such as concomms and even historical commissions. There is much to learn, but most members have limited time and background. I suggest that, as in Greenfield, they be urged or required to attend  training workshops, or demonstrate in some way that they understand their functions. The amount of information available on the web along with this listserve makes the question of term limits and reappointments best linked to that of contribution. I would rather be on a Commission with 4 contributing members than one with 3 contributing and 4 non contributing ones regardless of their length of stay.
