I think you are correct about First Amendment - that certainly is the
reading we have had re: sign bylaw (separate from HDC legislation) and I
truly believe that we preservationists must pick our battles.  That this is
not one I would choose as the discussion would have nothing at all to do
with the significance of the historic resources and would only shine bad
light on HDCs.
