[MassHistPres] Certified Local Government program

Jim,

We are going to try for a CLG status later this year.  The benefit for us is not the money but the
name that we can attach to the program.  Most people in preservation recognize a CLG and know what
that means.  We have all the parts in place already, so its isn't a big stretch.
