[MassHistPres] North Andover's Demo Delay

Hi all,

The NA Historical Commission is glad to join the list of cities and 
towns with a Demolition Delay bylaw. Town Meeting approved our 12 month 
delay for 100 year old structures.  We had the approval of our Planning 
Board, and the Selectmen (after revising the terms).  There was some 
discussion against it, but a recent tear down surely helped the cause, 
along with citing three recent town reports recommending this bylaw as a 
means of preserving our rural character, but also the diversity of our 
housing stock.  MHC's statewide map of DDB towns was also part of the 
presentation.

Credit to a group of citizens for the creation Neighborhood Conservation 
District should also be noted.  Our Machine Shop Village district acts 
as a gateway to the downtown area, and encompasses the old mills, worker 
homes and shops.  This was a real grass roots effort which will 
hopefully assist them in securing future CPA funds.
