Dennis, 

As a NCD is less restrictive than a LHD, the neighborhood group decided 
it would be easier to get the voters support.  For the guidelines and a

I should be more precise... this Town Meeting vote initiates the 
petition to the General Court to enact the bylaw, so it may take up to a 
year before the bylaw is on the books.
