[MassHistPres] New construction in Historic Districts

A single-story, block-long strip of 1900-1920 stores in the center of town in the historic district and directly across from the Common is going to be demolished and replaced by a new two-story mixed-use complex (offices, apts., restaurants).
While discussions have just begun, there already are issues about style and kinds of building materials that might be allowed (e.g. clapboards, wood or composition; windows and doors, wood or metal clad; - some newer products may look good and actually be better building materials).
Does anyone know of a good, up-to-date treatise on 'new construction in historic districts' that may be useful to us in the arguments that surely lie ahead?
