[MassHistPres] Accessioning Policies

The Provincetown Historical Commission is conducting a History Preservation
Project where we are cataloguing and scanning town-owned artifacts, photos,
and documents into a searchable database to be made available on the the
town web site.  We want to access private collections as well and need to
develop an accessioning policy to present to our Selectmen.  We're looking
for any written policies other towns have developed for how to evaluate and
accept donated collections, objects, photos etc.
