An example that might serve as a good model for the Springfield
situation is this project:

project is seeking federal investment tax credits for the historic
rehab.  It is the first proposal for the use of the ITC for a church
conversion in Massachusetts that I have seen.  Often the challenge with
the
adaptive use proposals for churches is that developers need to subdivide
the sanctuary space, making the project ineligible for the federal tax
credit program and thus making unavailable a major source of funding
for challenging rehabs.
