Also consult with the head of the state department with responsibilities for oversight of insurance companies.  Most, if not all, have a consumer protection division.  In addition, contact the consumer protection division of the state department of justice or Attorney General's office.  Those conversations could also educate both of the agencies and their staff members about the needs -- and highlight the concerns -- of the preservation community and owners of historic property, in ways they had not been aware of.
