You can have old windows "dipped" or stripped as part of a legal deleading
to make them conform to state lead paint regs. The cost is comparable to a
replacement window although it may end up being more if you weatherstrip
and add a new storm to make the energy efficiency comparable. There is the
inconvenience of time - it can take weeks for a dipped window to be ready
for reinstallation - but often that can be worked into a lead abatement
schedule.
Its important that dipping or stripping is part of a legal lead abatement,
though. If it isn't, and the window is painted or stained again, it will
show up as having lead even if it doesn't (enough lead leaches into the
wood to make it show up as positive on the tests.) The owner will then
face the unpleasant prospect of having the window dipped again for no good
reason.
