In Lowell, eight neighborhood districts were created in 2005 under our Historic Board statute for purposes of review and approval of demolition or new construction only (no review of existing buildings, unlike our Downtown Lowell Historic District and Acre Neighborhood District).  The design standards for those eight districts include, obviously, a section on materials.  Included in that is a section that reads "Natural materials are preferred.  Synthetic materials will only be considered when they replicate the appearance and workability of natural materials including the ability to cut, profile, fit, detail, trim, and paint materials.  Synthetic materials such as cementitious siding/trim products and cellular pvc products are more workable than hollow core and extruded products such as vinyl and aluminum."

So we have used cementitious siding (such as Hardieplank), cellular pvc (such as Azek), and Fibrex windows in new construction only.  That would apply to all ten of our review districts.  We would never allow its use on historic buildings under our jurisdiction, again only for new construction.

supporting the claim?
