Lowell Historic Board was established under its own statute (Chapter 566, Acts of 1983) and isn't a Chapter 40C commission. The Board is comprised of nine members who each represent various public and private entities as defined by the statute.
By statute, the City's Division of Planning & Development Director is automatically a member of the Board.
The following three seats are appointed directly to the Board by the entities indicated and do not require confirmation by City Council per statute:
Lowell National Historical Park
Commonwealth of Massachusetts, Department of Conservation & Recreation
At Large City Manager appointment representing "preservation interests"
The remaining five entities each nominates an individual to the City Manager who in turn forwards the name to City Council for confirmation or requests an additional name (the latter has only happened once or twice in 25 years).
Boston Society of Architects/AIA
Greater Lowell Chamber of Commerce
Greater Lowell Bar Association
Lowell Historical Society
Lowell Planning Board
The organizations represented results in a very balanced board, reflecting diverse backgrounds, opinions, and professional qualifications.

I am looking for examples of membership requirements different historic district commissions?have aside from the standard lawyer, realtor, and architect.? I have seen some commissions have a banker any other professional requirement examples out there?
