In my opinion, the most important qualification for all members of a historic preservation commission is demonstrated interest and/or training in preservation, e.g. having restored one's home/building, having attended a National Trust Preservation Conference, etc.
One of the things I think must be guarded against is having a majority of members who are financially and philosophically invested in development - which includes realtors, architects, land use lawyers, contractors, and chamber of commerce types. Yes, their professional expertise is valuable, but too many of them on a board where they are not balanced out by "regular folk" and historians who are passionate about saving the historic character of their communities leads to unfortunate decisions.
The best HPC members I have ever experienced (in several communities) are primary and secondary teachers. They command respect in a community and are able to influence through their experience as educators.
