Just to clarify, Thermopane is a trademark and can refer to  
permanently sealed all-glass-edged insulating glass technology which  
went out of production ca. 1985.  I assume you are referring to the  
present organically sealed insulating glass (IG), which replaced the  
original Thermopane (altho the name survives) and is a product with an  
expected 20 year lifetime.

To answer your question, Brookline allows IG for new construction but  
not for replacement of any existing single glazing.
