Hello,  

Greenfield uses Community Development Block grant funds to help revitalize targeted neighborhoods, improve commercial building facades and assist key housing projects, all of which positively affect historic resources. In some cases, historic rehab tax credits or other funds also apply.  

Is there a state-wide assessment from the historic preservation side which can help the local HCc evaluate such municipal projects? Although historic preservation isn't the rationale for block grants, it remains important that programs achieve their maximum capability, and in Massachusetts they often apply to historic areas. Case studies might be one way to answer questions such as: there is need but little interest, or, what is the best next step after code compliance?
