David - Based on the thread so far, sounds like you might be 
well-advised to use CPA, town planning, or local foundation money to 
commission a comprehensive resources survey (natural and cultural) 
for the Stoughton grant, as part of the town's 'due diligence' in 
deciding how best to use this varied,  interesting, and valuable 
parcel. It appears that the town of Milton has a property that could 
mean, and do, a lot of things for a lot of people - from affordable 
housing advocates to preservationists to the conservation minded. 
First, the town needs to understand what it has, and how to proceed 
in ways that make the best (or most) of it, rather than jumping on a 
single bandwagon. What an exciting challenge! Good luck!
