To be consistent with the wording from Chapter 40C:6 you might  consider:
 
 
What is a Local Historic District?
A Local Historic District is one of  the most effective regulatory tools
to protect historic buildings and  structures and their settings. In a Local 
Historic
District,  alterations or construction that in any way affects  exterior 
architectural features that are visible from a public way are  reviewed by a 
locally appointed Historic  District Commission.   Local Historic District 
protection enables a
community to review and  approve only appropriate alterations,
demolitions, and new  construction.  


This seems to me to more clearly include new construction,  demolition and 
alterations of any other type.
 
2.    I also think it might be useful to  put somewhere that the same 
"commission" can be both a local historic district  commission and a historical 
commission under MGL40:8
