[MassHistPres] Commission sign-off on permits

FYI - In Wilmington the Historical Commission signs off on demolition 
permits - but the Commission has no power to delay the demolition, this 
signature requirement is just an opportunity for the Commission to be aware 
of upcoming demolitions.  The theory is that if a building of historical 
significance is being demolished, the Commission might, at least, have the 
opportunity to inform the owner of the buildings iimportance.  If the 
demolition must go forward, the Historical Commission tries to document the 
building with photos before it is taken down.

The Historical Commission does not sign off on building permits or 
renovation permits. The town does not have demo-delay bylaw.
