[MassHistPres] historic district structure

Arlington has seven districts. Legally, each is regulated by its own
historic district commission, but, except for the local resident/property
owner in each district, the other 6 members are the same for all districts.
The resident/property owner members may be designated by the chairman as
alternates in the event that another district is having a hearing & there is
not a full complement of members present.
This has worked for us for many years, the only problem being to find
resident/property owners in some of the districts.
