[MassHistPres] Historic playgrounds

If any community wants to use Hist. CPA funds for anything that isn't
ostensibly Historic, they should make themselves a bit more 10 citizen
lawsuit proof
by having their Historical Commission determine that the object of their
project is "locally culturally significant".
(I'd get that determination from them in writing...)
