Check with the Cambridge Historical Commission about their similar program - links below.
The assistance seems small (average $10,000), so I suspect (contrary to Charles Sullivan's description) that the CPA part of this must be a loan program. According to their website, they started the program w federal CDBG funds. The CPA, however, normally requires the acquisition of a permanent public interest for permanent public funds, and I can't imagine any homeowner conveying a permanent deed restriction, for either affordability or preservation, for $10,000.

Cambridge has allocated about 40% of its annual CPA historic preservation allocation to a preservation grant program to assist non-profits and affordable housing programs.
