The scrap yards make money (hopefully legitimately) on metals that are
actually salvage materials. If you have a salvage / scrap yard in town, stop
in say hello and talk with them! Show them a few pictures of stolen items
(not necessarily from your city or town) and ask for their help to put
pressure on the few thieves who might show up. This may slow the petty
thievery of precious housing items. Easy identifiable items can be traced,
or in the very least the scrap people can decline to take an item in.

 

Large items take big equipment to move and will take a different approach to
solve.
