[MassHistPres] Assessment values of Historic structures

The assessed values of the municipally owned historic properties in our town
are relatively low. This creates a problem that when ANY work is done the
trigger for full code compliance (1/3 of assessed value) is being invoked
leading to a cessation of any incremental work because the full cost of the
renovation - both dollar wise and adverse impact to the historical
integrity is too great. It would seem that one simple solution would be to
adjust upward the assessment of these properties based on an escalating
appreciation due to being unique, iconic and antique. The replacement value
for these buildings always vastly exceed the assessed value and in a real
world sense they are irreplaceable, thus the value is totally subjective.
I have spoken to the town assessor, the Mass Board of RE Assessors and
various Historic consultants . The Assessors have formulas that do not take
into account the historic and irreplaceable nature of these properties so
there would have to be a type of overlay for historic properties-
Does any one have insight on the pros and cons of this line of reasoning, or
have any knowledge of communities that have addressed this issue?
