if i understand correctly, the bos did not adhere to the rules and regs and therefore their authorization should be rendered null and void...any and all action shall be halted until a meeting with interested parties is posted as required and the guidelines for reaching resolution are followed...
i have seen a number of (intentionally?) derelict building be demolished by a 'whoops!' proclamation...the second time it happened in the same town, the builder was fined in the tens of thousands of dollars...

Presumably the engineer was hired by the owner?
Brookline had such a case. The building inspector looked at it, disagreed with the owner's engineer, and told the owner to secure the building.
I'm not sure you want to go there and antagonize the BoS but was the "workshop" not a duly noticed meeting?
