It is usual as the historical commission members are appointed by the
selectmen and the town counsel represents the town THROUGH the
selectmen's office. It can get very messy if you have various
dept's, boards, and commissions calling up town counsel with
questions or seeking advice. Occasionally, the selectmen can
authorize a board, commission or dept. special counsel be retained if
there's a particular matter that requires a special expertise.
