perhaps the mhc will offer products that are acceptable rather than you having to invest time and energy only to find your method/product is unacceptable...i have worked on a number of buildings that are listed on the historic register and aluminum or wooden storm windows have been acceptable on those....
weather stripping, weather it be spring bronze or a silicone bulb will go a ways in reducing air and water infiltration...in general, i tend to go with exterior storms as opposed to interior...

I need to ascertain the guidelines for installation of energy barriers on windows in Gloucester City Hall, which is on the National Register, has a preservation restriction on it from Mass Historical Commission and in the local historic district.
Are such guidelines available?
We are not intending on changing the exterior look of the windows but want to prevent heat loss and water entry in a cost effective manner.
