[MassHistPres] Historic Districts and state owned properties

During our last Historic District Commission  meeting  the question was 
raised:  if a historic district included state owned properties would 
the Commission have any ability to keep the state from tearing buildings 
down or changing them in a non appropriate fashion? any experience with 
this would be helpful.
